The Fair Usage Policy (FUP) has been defined
to enable Avonline & Satlynx provide a high quality
Internet access service via satellite with a consistent
customer experience at an acceptable price. Their
implementation determines the management of end user
behaviour to prevent an unfair and an unacceptable use
of the network. All Customers must therefore agree to
the FUP prior to service commencement. Customers are
likely to avoid the restrictions imposed by these
policies if their use is typical for the majority of
Internet users and comprises Web surfing and a
reasonable amount of data download. Typical behaviour
that may incur restriction comes from excessive use of
peer-to-peer traffic.
Customer Responsibilities
It is the Customer’s responsibility to ensure that end
user activity does not impose an unusually large burden
or have a negative impact on the Satlynx network or
otherwise effect the integrity of the system or the
online experience of the rest of the Avonline & Satlynx
Customer community.
The customer must proactively discourage the following
practises and take steps to prevent further occurrence
on notification by Satlynx:
Use of “bots” to search for newsgroup, website or
database content
Launching of unsolicited repeat traffic
to a specific address or addresses (DoS)
Driving un-accelerated traffic
SPAM email distribution
Viruses
Satlynx Rights
Satlynx will enforce its Fair Usage Policy as detailed
in this document to:
prevent improper or excessive consumption of bandwidth
protect the integrity of the Service
reduce the effects of non-acceptable activities
to ensure that all Satlynx subscribers have equal and
fair access to the benefits of the
Satellite Broadband service.
Satlynx May
prioritise or block specific network traffic
deactivate any site in breach of this policy
modify its policies or QOS tools from time to time
Any action taken by Satlynx in respect of its rights
will be carried out either in consultation with or
following reasonable notification to the Customer under
these circumstances.
Measuring traffic and imposing restrictions
Satlynx measures the volume of inbound and outbound data
generated by each Customer VSAT. The generated volume
measured is aggregated over a defined period, e.g. the
previous 30 days. This data volume is compared with the
thresholds defined in the Fair Usage Policy. If the
threshold has been reached, Satlynx will restrict the
speed of the Customer’s high-speed satellite connection.
The restrictions will be removed once the aggregated
volume for the moving defined period goes below the
threshold again. Inbound and outbound data volumes will
be measured independently and will cause the
implementation of individual traffic restrictions:
Outbound restrictions will be applied on a VSAT if the
measured outbound volume exceeds the defined outbound
threshold of the service provided, inbound restrictions
will be applied accordingly based on the defined inbound
threshold.
Thresholds for applying speed restrictions
The thresholds for the application of speed restrictions
to individual Customer VSATs depends on the number of
Tokens purchased for these VSATs.
Speed restrictions
The speed restrictions are imposed in increments of 100%
of thresholds. These are Light, Medium, Heavy and Token.
Notification of traffic restrictions
Satlynx will evaluate the traffic volume data from its
VSAT population, compare these results with the defined
thresholds, update the list of restricted sites and
email the Customer with the list of its site
restrictions each day. The list sent to the Customer
will contain each Tech ID and the type of the applied
restriction (Outbound, Inbound, Speed restriction).
